Die Hauptaufgabe der Europäischen Eisenbahnagentur – ERA (European Railway Agency) besteht darin, Sicherheit und Interoperabilität des Schienenverkehrs in Europa zu stärken. Die Entwicklung eines integrierten Bahnsystems in Europa ist bisher durch unterschiedliche Technik und nationale Sicherheitsvorschriften behindert. Als Teil ihrer gemeinsamen Verkehrspolitik hat die EU Rechtsvorschriften verabschiedet, die ein aus technischer Sicht integriertes europäisches Eisenbahngebiet ermöglichen sollen. Die Hauptquartiere der Agentur liegen beide in Nordfrankreich. Die Büros sind in Valenciennes, während die Konferenzen im benachbarten Lille stattfinden.

Ein gemeinsames Konzept zu Fragen der Eisenbahnsicherheit und Kompatibilität der nationalen Systeme soll entwickelt, umgesetzt und kontrolliert werden. Bis Mitte 2006 sollte die Agentur – mit zunächst ungefähr 100 Mitarbeitern, vor allem Fachleuten aus dem Eisenbahnsektor – ihre Arbeit in vollem Umfang aufgenommen haben.
