City of Leeds ist ein Verwaltungsbezirk mit dem Status eines Metropolitan Borough und einer City in der Grafschaft West Yorkshire in England. Verwaltungssitz ist die gleichnamige Stadt Leeds, in der knapp zwei Drittel der Bevölkerung lebt. Weitere bedeutende Orte im Bezirk sind Boston Spa, Bramham cum Oglethorpe, Bramhope, Garforth, Horsforth, Morley, Otley, Pudsey, Rawdon, Rothwell, Wetherby und Yeadon.

Die Reorganisation der Grenzen und der Kompetenzen der lokalen Behörden führte 1974 zur Bildung des Metropolitan Borough. Fusioniert wurden dabei der County Borough Leeds, die Municipal Boroughs Morley und Pudsey, die Urban Districts Aireborough, Horsforth, Otley und Rothwell sowie Teile der Rural Districts Tadcaster und Wetherby. Diese Gebietskörperschaften gehörten zuvor zur Grafschaft West Riding of Yorkshire.

1986 wurde Leeds faktisch eine Unitary Authority, als die Zentralregierung die übergeordnete Verwaltung der Grafschaft auflöste. Leeds blieb für zeremonielle Zwecke Teil von West Yorkshire, wie auch für einzelne übergeordnete Aufgaben wie Polizei, Feuerwehr und öffentlicher Verkehr.
