Die USS Fulton, die anfangs Demologos hieß (auch Fulton the First oder U.S. Steam Battery Fulton - (Schwimmende Batterie) - genannt), wurde von Robert Fulton in New York entworfen. Ihr Design wurde am 11. Februar 1809 von Fulton patentiert. Kiellegung war Anfang 1814 auf der Werft von Adam und Noah Browne unter dem von Fulton gewählten Namen Demologos, am 29. Oktober 1814 wurde der Rohbau vom Stapel gelassen.

Sie war damit das erste Dampfkriegsschiff und das erste Dampfschiff der US-Marine. Das Schiff wurde jedoch erst 1815 fertiggestellt und bekam dann den Namen USS Fulton zu Ehren seines Erbauers, der im Februar 1815 verstorben war.

Im Juli 1815 unternahm sie erfolgreiche Probefahrten, bei denen eine Geschwindigkeit von 6,35 Knoten erreicht und 53 Seemeilen zurückgelegt wurden. Erst 1816 wurde die USS Fulton an die Marine ausgeliefert. Sie war zur Küstenverteidigung und als Blockadebrecher bestimmt. Aber schon kurz nach ihrer Fertigstellung war der Krieg zu Ende. Ihr einziger offizieller Einsatz fand 1817 statt. Präsident James Monroe nutzte sie zu einer Hafenrundfahrt im New Yorker Hafen. Nach 1825 wurde das Schiff als schwimmende Kaserne des Brooklyn Navy Yard genutzt.

Am 4. Juni 1829 wurde das Schiff durch eine Schießpulverexplosion zerstört.

Sie hatte mittig ein dampfgetriebenes Schaufelrad von 4,9 m Durchmesser und war mit 44 Kanonen, davon 20 Stück 32-Pfünder, bewaffnet. Sie war als schwimmende Batterie konzipiert und daher nicht hochseetauglich. Sie hatte eine Tragfähigkeit von 2455 tons und verdrängte 1450 tons. Unterhalb des Decks war der Rumpf durch einen 4,6 m breiten Zwischenraum geteilt. In der einen Hälfte befand sich eine Dampfmaschine mit 120 PS Nennleistung, in der anderen der kupferne Dampfkessel.
