Die Division 3 des European Nations Cup (ENC) ist die dritthöchste Stufe dieses Wettbewerbs. Sie ist unterteilt in die Unterdivisionen 3a, 3b, 3c und 3d, welche nach den Six Nations, der Division 1 und der Division 2 die fünft- bis achthöchste Stufe im europäischen Rugby Union darstellt. Die Gewinner der jeweiligen Divisionen steigen am Ende der Saison 2010 in die nächsthöhere Division auf, die letztplatzierten in die nächstniedrigere Division ab.
Da der ENC in dieser Saison als europäisches Qualifizierungsturnier für die Rugby-WM 2011 in Neuseeland dient, nehmen die nach der Hinrunde im Jahr 2009 erstplatzierten Mannschaften der Divisionen 3a, 3b und 3c an den Ausscheidungen zur WM-Qualifikation teil.
Auf- und Abgestiegene
Neu in dieser Saison in Division 3a ist Andorra, welches aus Division 2b abgestiegen ist und das aufgestiegene Schweden ersetzt. Aufgestiegen in Division 3a ist Litauen, während Dänemark in Division 3b abgestiegen ist. Der Aufsteiger in Division 3b ist Slowenien, welches das abgestiegene Bulgarien ersetzt. In Division 3c aufgestiegen ist Griechenland, während Bosnien und Herzegowina in Division 3d abgestiegen ist. Nach der Saison 2006-08 gab es - aufgrund der Aufnahme von Zypern in Division 3d im Jahr 2007 - ein Relegationsspiel zwischen dem Viertplazierten der Division 3c (Israel) und dem Erstplazierten der Division 3d (Zypern); Division 3d spielte mit Beginn der Saison 2006-08 in einem anderen Modus als die anderen Divisionen des ENC, so dass Griechenland bereits am 12. Mai 2007 als Aufsteiger feststand; in einem Turnier vom 28. Oktober 2007 bis 3. November 2007 spielten Zypern, Aserbaidschan, die Slowakei und Monaco um die Teilnahme an diesem Relegationsspiel). Israel konnte das Relegationsspiel für sich entscheiden und verblieb somit in Division 3c.
