P4 Agreement

Das P4 Agreement (deutsch: P4-Abkommen) oder Trans-Pacific Strategic Economic Partnership (SEP; deutsch: Transpazifische strategische wirtschaftliche Partnerschaft) ist ein mehrseitiges Freihandelsabkommen, zu dem die Länder Brunei, Chile, Neuseeland und Singapur gehören. Das Abkommen wurde am 3. Juni 2005 unterzeichnet und trat am 1. Januar 2006 in Kraft.

Geschichte

Die Trans-Pacific SEP war ursprünglich unter dem Namen Pacific Three Closer Economic Partnership (P3-CEP) bekannt. Die ersten Verhandlungen zur Errichtung dieser Handelszone wurden auf dem APEC-Gipfel 2002, Los Cabos, Mexiko durch den chilenischen Präsidenten Ricardo Lagos, den Premierminister Singapurs, Goh Chok Tong sowie die neuseeländische Premierministerin Helen Clark begonnen. Brunei nahm erst seit der fünften Gesprächsrunde im April 2005 voll an den Verhandlungen teil. Trotz kultureller und geographischer Unterschiede bestehen einige Gemeinsamkeiten zwischen den vier Staaten: Alle sind ziemlich klein (haben weniger als 16 Millionen Einwohner), sind relativ hoch entwickelt und sind offizielle Mitglieder der Asia-Pacific Economic Cooperation (APEC).

Das Ziel dieses Abkommens war der Abbau von 90 % aller Zölle zwischen den vier Mitgliedsstaaten zum 1. Januar 2006. Bis 2015 soll es zwischen den vier Staaten keine einzige Zollabgabe mehr geben. Der umfassende Vertrag enthält alle Hauptstützen eines Freihandelsabkommens, wie zum Beispiel der Handel mit Gütern, Dienstleistungen, Geistigem Eigentum, nationenübergreifende Auftragsvergabe oder einen freien Wettbewerb.

Durch die Ausformulierung einer Beitrittsklausel wurde anderen Staaten die Möglichkeit gegeben, ebenfalls Mitglied des P4 Agreements zu werden. Diese wurde bereits im Fall von Brunei verwendet und laut des neuseeländischen Außenhandelsminister Jim Sutton haben bereits mehrere Staaten der APEC Interesse geäußert.
