Pao-chia beschreibt ein erstmals während der Yuan-Dynastie in China eingerichtetes System der Kontrolle der Bevölkerung ohne zusätzlichen bürokratischen Aufwand.
Dabei wurden zehn Familien zu einer "chia" zusammengefasst, welche von einem Obmann (tsung) vertreten wurde. 10 Chia wiederum bildeten ein "Pao", das einen Vorsteher (ch'ang) und einen Stellvertreter (fu) hatte.
