Der Begriff Public Diplomacy stammt aus dem britischen Raum und beschreibt vor allem die Ausrichtung moderner Diplomatie. Public Diplomacy stellt eine Mischung aus Auslandspropaganda, politischem Marketing und Kulturdiplomatie dar.

Hans M. Tuch definiert sie wie folgt: „Public diplomacy is a government’s process of communicating with foreign publics in an attempt to bring about understanding for its nation’s ideas and ideals, its institutions and cultures, as well as its national goals and current policies.”

Signitzer beschreibt zwei Grundfunktionen der Public Diplomacy (PD). Demnach gibt es auf der einen Seite die harte Schule der PD – die politische Information. Sie ist die „Beeinflussung ausländischer Zielgruppen mittels Persuasion . […] Es geht zumeist um die kurzfristige Erklärung bzw. Verteidigung von konkreten Positionen und Verhaltensweisen von Regierungen.“

Dies lässt sich als Diplomatie im klassischen Sinne verstehen. Regierungen werben um Verständnis für ihre Arbeit bei entscheidenden Zielgruppen im Ausland (z.B. andere Regierungen, Wirtschaftsunternehmen oder ähnliches).

Auf der anderen Seite sieht Signitzer die weiche Schule der PD. Die als kulturelle Kommunikation beschrieben Funktion „zielt ab auf wechselseitiges Verständnis in eher auf Langfristigkeit angelegten Präsentationen der Gesamtgesellschaft bzw. von Teilaspekten derselben.“

Definition

"Public diplomacy involves U.S. Government activities intended to understand, inform, and influence foreign publics through international exchanges, international information programs, media research and polling, and support for nongovernmental organizations. Public diplomacy solidifies relations with America's allies, seeks to inculcate others with American values, and promotes mutual understanding between the United States and other societies. Done properly, it reduces the potential for conflict - military, political, and economic - and dispels negative notions about the United States. Public diplomacy is an inexpensive, yet highly effective, way to promote American policy and interests overseas."[1]

Ziele

Das Ziel der Public Diplomacy ist die Verbesserung des Images des eigenen Landes in der Wahrnehmung anderer Länder.
