Die Verwaltungsgliederung Ruandas wurde am 1. Januar 2006 reformiert. Seither ist das Land in 5 Provinzen (Kinyarwanda: intara) gegliedert. Diese unterteilen sich weiter in Distrikte (Singular akarere, Plural uturere) und Gemeinden (Sg. umujyi, Pl. imijyi).

Vor dem 1. Januar 2006 bestand Ruanda aus 12 Provinzen (die bis 2002 Präfekturen genannt wurden). Durch die Verwaltungsreform soll die Dezentralisierung gefördert, aber auch – wie durch die Wahl einer neuen Flagge, Nationalhymne etc. – ein Schlussstrich unter die jüngere Vergangenheit des Landes mit dem Genozid 1994 gezogen werden. Die Grenzen sind bewusst so angelegt, dass die einzelnen Provinzen ethnisch gemischt sind.

Die gegenwärtigen fünf Provinzen sind:

Die früheren Provinzen waren Butare, Byumba, Cyangugu, Gikongoro, Gisenyi, Gitarama, Kibungo, Kibuye, Kigali, Kigali Rural, Ruhengeri und Umutara.
