Die LuftVO (Luftverkehrs-Ordnung) legt in § 6 Abs. 1 S. 2 sogenannte absolute Mindesthöhen als unterste Sicherheitshöhen für Sichtflüge fest:

- Die Sicherheitsmindesthöhe ist hierbei ein absolute Größe, die nur bei Starts und Landungen sowie wenn nötig von Segelflugzeugen unterschritten werden darf.
- Die Mindesthöhe ist eine vorgeschriebene Flughöhe, die unter Umständen – wenn Wetter oder Luftraumstruktur es nicht anders zulassen – unterschritten werden darf.
Diese Höhen gelten allerdings nur für zivile Luftfahrzeuge. Für den militärischen Flugverkehr sind Gebiete festgelegt, in denen Tiefflugübungen auch in geringeren Höhen erfolgen.
Für den Flug nach Instrumentenflugregeln gilt außer bei Starts und Landungen eine Sicherheitsmindesthöhe von 300 m über dem höchsten Hindernis im Umkreis von 8 km.
