Patrick George Thomas Buchan-Hepburn, 1. Baron Hailes, GBE, CH (* 2. April 1901; † 5. November 1974) war der erste und einzige Generalgouverneur der kurzlebigen Westindischen Föderation.
Im Vereinigten Königreich geboren, war er einer der persönlichen Sekretäre von Winston Churchill und Mitglied des London County Council, bevor er 1929 in das Parlament gewählt wurde. 1939 wurde er zum Whip der Conservative Party und zum Lord Commissioner of the Treasury ernannt. Während des Zweiten Weltkriegs diente er beim Militär, kehrte aber 1945 in die Politik zurück und übte bis 1948 das Amt des Deputy Whip und danach das des Chief Whip aus. Zwischen 1951 und 1955 war Buchan-Hepburn außerdem Parliamentary Secretary to the Treasury. Im Jahre 1957 wurde ihm der erbliche Titel eines Baron Hailes verliehen.
Im Zuge der Gründung der Westindischen Föderation wurde Baron Hailes am 3. Januar 1958 zum Generalgouverneur des Landes ernannt. Sein Amtssitz befand sich in Port of Spain auf der Insel Trinidad. Als der Staat vier Jahre später, am 31. Mai 1962, wieder aufgelöst wurde, kehrte er nach England zurück, wo er als Vorsitzender des Historic Buildings Council arbeitete.
Buchan-Hepburn verstarb 1974 ohne männliche Abkömmlinge. Der verliehene Adelstitel erlosch daher mit seinem Tode.
