Polity

Der Begriff Polity bezeichnet die strukturelle, formelle und institutionelle Dimension von Politik. Die deutschen Bezeichnungen dafür sind Staatsorganisation bzw. institutionelle Ordnung politischer Systeme. Siehe auch Gesellschaftsordnung.

Der Begriff stammt aus der US-amerikanischen Politikwissenschaft, wo die unterschiedlichen Aspekte von Politik sich sprachlich in der Begriffstrias Polity-Politics-Policy niederschlagen. Im Gegensatz zur prozeduralen (Politics) und inhaltlichen (Policy) Dimension wird mit Polity die formelle Dimension (beispielsweise Gesetzestexte, Verfassungsgrundsätze, Institutionen) des im deutschen mit dem diffusen Wort Politik nicht näher spezifizierten Bedeutungsraums der Spielregeln gesellschaftlichen Zusammenlebens bezeichnet.

Seit einigen Jahrzehnten verstehen Politikwissenschaftler unter dem Begriff „Institutionen“ weit mehr als rein formale, legale Institutionen der Verfassung und der Gesetzgebung (siehe March/Olsen 1984 sowie North 1990). Politische Institutionen schließen auch ungeschriebene Spielregeln sozialer Interaktion mit ein. Somit nimmt auch der Begriff „Polity“ neue Deutungsnuancen an: alle normativen, strukturellen und auch „gewünschte“ Elemente von Politik werden damit bezeichnet. Solche Institutionen wachsen historisch sowohl intendiert als auch unintendiert. Ihre Signifikanz liegt darin, dass sie den Handlungsspielraum politischer Akteure im politischen Prozess (Politics) kanalisieren oder blockieren. Damit sind sie „maßgebliche Voraussetzung“ (Schubert) für die Gestaltung politischer Maßnahmen (Policy).
