Der Titel wurde 1921 an den britischen Staatsmann Frederic John Napier Thesiger, 3. Baron Chelmsford verliehen. Dieser war zuvor Gouverneur von Queensland und New South Wales sowie Vizekönig von Indien gewesen.

Nachgeordnete Titel

Der Großvater des ersten Viscounts, Frederic Thesiger, ein bekannter Jurist, war 1858 zum Baron Chelmsford, of Chelmsford in der Grafschaft Essex, erhoben worden, damit er im Kabinett von Lord Derby als Lordkanzler amtieren konnte.
