Das Government Communications Security Bureau (GCSB) ist ein Nachrichtendienst der neuseeländischen Regierung.
Das Leitbild der Organisation lautet: Zur nationalen Sicherheit Neuseelands beizutragen durch:
- technische Auslandsaufklärung um die Regierung im Entscheidungsprozess zu unterstützen und zu informieren,
- rund um die Uhr Überwachung ausländischer Nachrichten und Warndienst für die Regierung,
- Sicherstellung der Integrität, Verfügbarkeit und Vertraulichkeit von offiziellen Informationen durch ein Informationssystemesicherheitsdienst für die Regierung und
- Unterstützung im Schutz der wichtigsten nationalen Infrastruktur vor Informationsbedrohungen.
Speziell für die letzte Aufgabe wurde 2001 das Centre for Critical Infrastructure Protection (Zentrum zum Schutz der wichtigsten Infrastruktur) innerhalb des GCSB gegründet.
Das GCSB selbst wurde 1977 durch einen Erlass des Premierministers gegründet und betreibt eine Kommunikationsüberwachungsstation in Waihopai und eine Funküberwachungsstation in Tangimoana. Diese sind Teil des Echelon-Netzwerks. Das GCSB ist dem Premierminister direkt unterstellt.
2003 erfolgte der Erlass des Government Communications Security Bureau Act 2003. Seitdem ist das Büro als öffentliche Dienstleistungsabteilung eingerichtet.
