Die Istanbul Cooperation Initiative wurde im Jahre 2004 zwischen den 28 NATO-Staaten und den sechs islamisch geprägten Staaten Algerien, Ägypten, Jordanien, Mauretanien, Marokko, und Tunesien, sowie Israel gegründet.
Ziel ist Kooperation und Sicherheit im Mittelmeerraum, Bildung eines Konsultationsforums und Kooperation auf verschiedenen Feldern, wie u.a. Bekämpfung von Drogentransfer, organisierter Kriminalität und Kampf gegen den grenzüberschreitenden, internationalen Terrorismus.
