Charles Frederick Powlett, 2. Baron Bayning (* 26. September 1785; † 2. August 1823), von 1797 bis 1810 bekannt als the Honourable Charles Townshend, war ein britischer Peer und Politiker (Conservative Party).
Bayning war der älteste Sohn von Charles Townshend, 1. Baron Bayning, dem Sohn von William Townshend und Henrietta Powlett. Seine Mutter war Annabella Smith-Powlett, Tochter von Reverend Richard Smith und Annabella Powlett.
Er besuchte das Trinity College in Cambridge. 1808 wurde er als Abgeordneter von Truro ins House of Commons gewählt. Diesen Sitz behielt er bis 1810, als er seinem Vater als Baron nachfolgte und ins House of Lords eintrat. 1821 nahm er den Namen „of Powlett in lieu of Townshend“ an.
Lord Bayning starb im August 1823 im Alter von 37 Jahren. Er war niemals verheiratet. Als Baron folgte ihm sein Bruder nach.
