Der Foreign Agent ist ein Router, der im mobilen Internet mit dem mobilen Endgerät (Mobile Host) zusammenarbeitet. Er stellt dabei für den Mobile Host die Routing-Services zum fremden Netz zur Verfügung. Gleichzeitig übernimmt der Foreign Agent die Weiterleitung der IP-to-IP gekapselten Datenpakete vom Home Agent zum Mobile Host.
