Hugh de Vere, 4. Earl of Oxford (* um 1210; † Dezember 1263) war das einzige Kind und von Robert de Vere, 3. Earl of Oxford. Als sein Vater 1221 starb, erbte er die Grafschaft ebenso wie das Amt des Lord Great Chamberlain. Seine Mutter Isabel de Bolebec übernahm für ihn die Vormundschaft. Hugh huldigte dem König für seine Grafschaft im Jahr 1231, etwa um die gleiche Zeit wurde er zum Ritter geschlagen.

Für seinen wichtigsten Besitz, Hedingham Castle in Essex, erhielt er das Recht, im zugehörigen Dorf einen Markt abzuhalten. Darüber hinaus gründete er hier ein Nonnenkloster. Hugh de Vere heiratete Hawise de Quincy, Tochter von Saer de Quincy, 1. Earl of Winchester und Margaret de Beaumont. Als er 1263 starb, folgte ihm sein Sohn Robert de Vere, 5. Earl of Oxford.
