Die Internationale Helsinki-Föderation für Menschenrechte (IHF) ist eine Gruppe von 45 Nichtregierungsorganisationen, die es sich zur Aufgabe gemacht hat, die Achtung der Menschenrechte in den Staaten der OSZE zu schützen. Sie wurde 1982 gegründet, ihr Sitz ist in Wien. Nach 25jähriger erfolgreicher Tätigkeit gegen Menschrechtsverletzungen musste die IHF im November 2007 wegen Veruntreuung des Vereinsvermögens durch den Kassier den Konkurs anmelden.[1]
Ein besonderes Ziel der IHF ist es, die Einhaltung der Schlussakte von Helsinki und ihrer Folgeabkommen in Europa, Nordamerika und Zentralasien zu überwachen. Die Föderation vertritt dabei ihre Mitglieder gegenüber der internationalen Politik und unterhält Verbindungen zu Gruppen von Menschenrechtsaktivisten in Ländern, die der Schlussakte von Helsinki nicht beigetreten sind. Die gesammelten Informationen werden nicht nur den beteiligten Organisationen, sondern auch Regierungen, Botschaften und der Presse und Öffentlichkeit zur Verfügung gestellt.
Vorläufer der Internationalen Helsinki-Föderation für Menschenrechte war der Internationale Helsinki-Verein, welcher 1978 in der Schweiz, mit ähnlichen Zielen wie die IHF, gegründet wurde. Aus ihm entwickelte sich 1986 die Schweizerische nationale Mitgliedsorganisation der IHF unter dem Namen Schweizerische Helsinki-Vereinigung.
