State Safety Program

Bei dem Begriff Safety Management System (dt.: Sicherheitsmanagementsystem, kurz: SMS) handelt es sich um die Bezeichnung für ein Programm in der Zivilluftfahrt zur Verbesserung der (technischen) Sicherheit. Es ist von der Internationalen Zivilluftfahrtorganisation (ICAO) verbindlich vorgeschrieben und muss von ihren 190 Vertragsstaaten, zu denen unter anderem auch Deutschland, Österreich und die Schweiz gehören, stufenweise umgesetzt werden.

Das Safety Management System-Programm wird von der Grundidee getragen, Sicherheit als Führungsaufgabe zu verstehen: Latente Gefahren sollen proaktiv erkannt und ihnen frühzeitig vorgebeugt werden. Begangene Fehler sollen retrospektiv berichtet werden, damit eine Wiederholungsgefahr weitgehend ausgeräumt wird.

Das Safety Management-Konzept der ICAO enthält zwei Adressaten, nämlich einersteits die ICAO-Vertragsstaaten selbst, die jeweils ein eigenes, umfassendes Sicherheitsprogramm „State Safety Programme“ (SSP) erstellen sollen. Andererseits richtet es sich an Flughafenbetreiber, Luftverkehrsgesellschaften, Wartungsbetriebe und Schulungseinrichtungen der Luftfahrtbranche, die jeweils ein betriebsinternes Safety Management System einführen und von den zuständigen Behörden der Vertragsstaaten überwacht werden sollen.

Safety Management Systeme werden auch in anderen Bereichen eingesetzt, wie der Seefahrt oder der Atomindustrie.
