Der Landkreis hat 83.423 Einwohner (Stand 2008). Sie ist das Verwaltungszentrum der gleichnamigen Provinz.
Die Armenier nennen die Stadt Ilmar, und die Mamluken, die auch hier herrschten, Colamerg. Die Kurden nennen es Colemêrg und auf Türkisch hieß es ehemals Çölemerik.
Der syrisch-aramäische Name für Hakkâri ist Akkare und bedeutet Landwirt.[2][3]
