Auf globaler Ebene findet seit 1974 alle 10 Jahre eine Weltbevölkerungskonferenz der UNO statt, um über Maßnahmen zu beraten, die Überbevölkerung des Planeten einzudämmen.
2004 fand keine solche Konferenz statt - es gab allerdings eine Parlamentarierversammlung zum Thema in Straßburg.
In Kairo berieten 1994 ca. 20.000 Delegierte, darunter auch der damalige US-Präsident Bill Clinton, weitere Vertreter verschiedener Regierungen, Angehörige von UN-Agenturen sowie von nichtstaatlichen Organisationen über eine Vielzahl von Themen, etwa Immigration, der Säuglingssterblichkeit, der Geburtenkontrolle, der Ausbildung der Frauen und des Schutzes für Frauen vor unsicherer Abtreibung.
