Maritime Rescue Coordination Centre

Maritime Rescue Co-ordination Centres (MRCC) sind Leitstellen zur Koordination der Seenotrettung. Sie arbeiten weltweit in einem internationalen Verbund und werden von den Küstenstaaten betrieben. Diese Stellen koordinieren im Seenotfall die zur Verfügung stehenden Kräfte (Search and Rescue, Marine, Küstenwache etc.).

Maritime Rescue Co-ordination Centres sind ein wichtiger Bestandteil des Global Maritime Distress Safety Systems (GMDSS), eines technischen Systems zur weltweiten Hilfe bei Seenotfällen und zur Sicherung der Schifffahrt im Rahmen der International Convention for the Safety of Life at Sea (SOLAS). Jedes Seegebiet weltweit ist einem MRCC zugeordnet. Die Britischen Inseln verfügen beispielsweise über insgesamt 19 regionalen MRCCs in den drei Regionen „Scotland and Northern Ireland“, „Wales and West of England“ und „East of England“.[1]

Die internationale Dachorganisation für Seenotrettung ist die International Maritime Organisation (IMO) der UNO.

MRCC BREMEN

Die deutsche Station wird von der DGzRS betrieben. Sitz des deutschen MRCCs ist die DGzRS-Zentrale an der Werderstraße 2, 28199 Bremen.[2]

Die DGzRS hat von dem Bundesministerium für Verkehr, Bau- und Wohnungswesen (BMVBW) den staatlichen Auftrag erhalten, die Such- und Rettungsaktivitäten im deutschen Seegebiet sowie bei Beteiligung deutscher Schiffe und Reedereien zu koordinieren. Die Grundlage ist festgesetzt in:[3]

  • Internationales Übereinkommen von 1979 über den Such- und Rettungsdienst auf See
  • Internationales Übereinkommen zum Schutz des menschlichen Lebens auf See von 1974/79
  • IAMSAR-Manual Volume I-III
  • Übereinkommen Nr. 164 der International Labour Organization (ILO) über den Gesundheitsschutz und die medizinische Betreuung von Seeleuten
  • Genfer Konvention von 1949
  • Internationales Übereinkommen zur einheitlichen Feststellung von Regeln über die Hilfeleistung und Bergung in Seenot von 1910
