Cesare Pugni (* 31. Mai 1802 in Genua; † 29. Januar 1870 in Sankt Petersburg) war ein italienischer Komponist. Er schrieb im Laufe seiner Karriere mehr als 300 Ballette für die berühmtesten Choreografen seiner Zeit, darunter Jules Perrot, Paul Taglioni, Arthur Saint-Léon und Marius Petipa.

Pugni studierte Komposition und Violine am Mailänder Konservatorium. Seine erstes Ballett schrieb er 1823 für die Mailänder Scala. 1834 zog er nach Frankreich, wo er Jules Perrot kennenlernte. Fortan arbeiteten beide zusammen, erst an der Pariser Oper, später beim Her Majesty's Theatre in London und beim Mariinski-Theater in Sankt Petersburg.

1851 wurde Pugni zum offiziellen Ballettkomponisten des Mariinski-Theaters.
