Das Amt des Lord High Admiral, früher Admiral von England oder Lord Admiral, umfasst den Oberbefehl über die englische und nach 1707 die britische Marine und ist das letzte Amt unter den neun Großen Staatsbeamten, den Great Officers of State, und wurde um 1400 unter König Heinrich IV. geschaffen.

1546 richtete König Heinrich VIII. den Council of the Marine (Marinerat) ein, aus dem später das Navy Board (Marinenausschuss) entstand, um administrative Angelegenheiten der Flotte zu beaufsichtigen. Die operative Steuerung und Kontrolle der Flotte blieben weiterhin in der Verantwortung des Lord High Admiral.

1628 vergab Karl I. das Amt des Lord High Admiral erstmals in Kommission, d. h. die Amtsgeschäfte wurden von einem Ausschuss, dem Board of Admiralty, übernommen mit Lords Commissioner of the Admiralty als Mitglieder. Den Vorsitz führte der First Lord of the Admiralty (Erster Lord der Admiralität). Bis 1709 wurde das Amt mehrmals, bis zum frühen 19. Jahrhundert fast ausschließlich in Kommission geführt. Der spätere König Wilhelm IV. war bis 1964 der letzte Lord High Admiral.

Der Ausschuss setzte sich zusammen aus Admiralen, die als Naval Lords oder Sea Lords bezeichnet wurden, und Zivilisten, meist namhaften Politikern. Der First Lord als Vorsitzender war üblicherweise ein Mitglied des Kabinetts, nach 1806 immer auch ein Zivilist. Die operative Leitung der Marine übernahm ein Mitglied der Royal Navy als First Sea Lord.

Der First Lord der Admiralität erfüllte als Mitglied des Kabinetts und Oberbefehlshaber der Marine eine Scharnierfunktion zwischen der zivilen Staatsführung und der militärischen Institution der Marine. Er repräsentierte als verantwortlicher Minister die Belange der Royal Navy vor dem Parlament und war insbesondere für die Aufstellung ihres Haushaltes zuständig.

1831 wurde das Navy Board abgeschafft, seine Aufgaben wurden nun vom Board of Admiralty wahrgenommen. Seit dem Beginn des 20. Jahrhunderts befand sich der Sitz des First Lords im bis heute bestehenden Gebäude der Admiralität in Whitehall am Trafalgar Square in London. 1964 wurde die Admiralität zusammen mit dem Kriegsministerium und dem Luftfahrtministerium dem Verteidigungsministerium untergeordnet und der historische Titel des First Lord of Admiralty wurde aufgegeben. Der Titel Lord High Admiral wurde dem Souverän, damals und heute Elisabeth II., übertragen. Diese verlieh ihn ihrem Ehemann Philip, Duke of Edinburgh, aus Anlass von dessen 90. Geburtstag.^[1]
