Arctic Council

Der Arktische Rat (englisch Arctic Council) ist ein zwischenstaatliches Forum, das zum Interessenausgleich zwischen den arktischen Anrainerstaaten und den eingeborenen Völkern im Jahr 1996 gegründet wurde. Der Klimaschutz und die Sicherheit in der Region sollten gefördert werden. Er ist ein Zusammenschluss der Anrainer der Arktis-Region, der dem Schutz der Umwelt und der Ureinwohner der Region dient. Er koordiniert Forschungsprojekte und Entwicklungsvorhaben, z.B. im Verkehrsbereich und beim Abbau von Bodenschätzen. 2004 veröffentlichte der Rat beispielsweise das Arctic Climate Impact Assessment, eine umfassende Studie über die Folgen der globalen Erwärmung in der Arktis.

Den Ureinwohnern der Arktis ist dabei ein explizites Mitspracherecht eingeräumt worden. Es sind dies die Inuit aus den Polarregionen Grönlands, Kanadas, Alaskas und Russlands sowie die Samen Norwegens, Schwedens, Finnlands und Russlands und die indigenen Völker des russischen Nordens. Das ständige Büro des rates ist in Kopenhagen angesiedelt. Der Vorsitz des Gremiums rotiert alle zwei Jahre zwischen den staatlichen Mitgliedern. Seit Oktober 2006 hat ihn Norwegen inne.

Zudem sind sechs internationale Organisationen, die die indigenen Völker der Arktis vertreten, ständiges Mitglied des arktischen Rates: Aleut International Association, Arctic Athabaskan Council, Gwich'in Council International, Inuit Circumpolar Council, Russian Association of Indigenous Peoples of the North und Saami Council.

Nicht-Arktische Staaten sind als Beobachter (Observer) zugelassen. Zu diesen Beobachtern gehört auch die Bundesrepublik Deutschland.

Ende der 80er eröffneten sich durch die neue politische Weltlage Perspektiven für eine Kooperation. 1991 wurde die Arctic Environmental Protection Strategy (AEPS) ins Leben gerufen. 1996 wurde mit einer „Erklärung von Ottawa“ durch die Außenminister der Arctic Council gegründet.
