Blackburn with Darwen ist eine selbständige Verwaltungseinheit (Unitary Authority) im Nordwesten Englands und grenzt an Greater Manchester und Lancashire.

Blackburn with Darwen besteht aus der Stadt Blackburn (zugleich der Verwaltungssitz), dem Ort Darwen und den umliegenden Dörfern. Es entstand 1998 aus dem 1974 gebildeten Distrikt Blackburn der Grafschaft Lancashire, zu der es heute nur noch zu zeremoniellen Anlässen gehört. Blackburn with Darwen ist ein Teil der Region North West England.
